1997-present President, Wyman Consultants, Baltimore, MD

Provide organizational expertise to developing and potential non-profits. Guide clients through human resources planning process.  Write personnel policies and procedures, and employee handbooks.  Advise on budgets and hiring structures.

1990-1996  Staff Specialist III, Maryland State Department of Education (MSDE), Baltimore, MD

Track and monitor 3,000 students throughout non-public school system in the state of Maryland and placements outside the state; manage all fiscal logistics for 23 counties and Baltimore City.

  •         Approve budgets and monitor finances for 106 Maryland and out-of-state non-public schools; reconcile variances between MSDE approved tuition rates, school financial requirements, county and city payments; advise state auditors on resolving variances.

  •         Provide training to schools and local funding agencies regarding their fiscal practices and changes in MSDE financial-data systems.

  •         Develop large data base system to track all MSDE non-public school students and funding.

  •         Interact regularly with other local and state agencies including Department of Human Resources, MHA, DJSA, and Medical Assistance.

  •         Write reports requested by state officials and localities including courts and judges, serve as liaison, as necessary, with local, state and federal legislators

1977-1990 Director of Community Services Southern Maryland Region, Developmental Disabilities Administration, Baltimore, MD

Managed, supervised and planned service delivery system for developmentally disabled in 5 southern Maryland counties.  Services included community development, institutional foster care, education, residential, sheltered employment, and case management services.

  • Grew department from $1 million, 177 identified clients, 4 agencies, 2 staff to $33 million, with 3,360 identified clients, 42 agencies, and 14 staff.

  • Represent system to and negotiate with legislators, state and private agencies, courts, and Agency Board of Directors.

  • Collect, analyze and present data for budgeting and program evaluation.

  • Facilitate creation of nonprofits to serve disabled population.

 

1981-1982  Interim Director, service for dually diagnosed population, (Crownsville Hospital Center)

Develop and manage a program serving 117 dually diagnosed adults in coordination with Mental Hygiene Administration and Developmental Disabilities Administration; plan and implement $1.3 million budget; ensure compliance with all regulations; manage 84 staff.

 

1969-1977 Maryland State Department of Health and Mental Hygiene, (Rosewood Hospital Center)

Supervise and direct 300-bed residence for mentally retarded geriatric clients, and 100-bed maximum-security residence for behaviorally challenged, mentally retarded adults and children.
